		<description>Well, the Government will say that the Guidelines were posted originally for comment over a year ago; these are the final ones and go into effect per statutory requirements, holidays be damned.  I have never known any bureaucracy to take the Holiday shopping season all that seriously when enacting laws....

If one looks at it from a story telling perspective, there are certainly opportunities as well. Of course, now everybody cries out loud, but life goes on and it&#039;s not too difficult to deal with.
